Brief Description: This module will load a new pseudo-client bot HelpBot. It has some available commands
- join/part: for requesting HelpBot to join/part channel. Limited access to channel founder and SA
- bjoin/bpart: for requesting other available service bot to join/part channel. Limited access to channel founder and SA
- bajoin/bapart: for requesting all service bot to join/part the channel. Limited access to SA

I only like it because it allows me to make BotServ bots join specified channels. Don't like it that channel owners can control it. Should be only services admins. Also, sad about the desync issues it has a stake. Rated 2 for BotServ bots join and part feature. -3 for issues..
