Allows a user to copy the settings from one channel that they have founder access to to another channel that they have founder access to, using the CS MIGRATE command.

  cs_migrate crashes our services ... well segfaulted it. I had non oper use it and it worked but when the user went to drop the room it segfaulted services and we use git anope
