Allows users to talk via ChanServ but they must have access rights on CA_SAY in order to use the function (so you can set SAY rights to any level you wish.

Provides commands:
/ChanServ Speak [#Channel] [Text Here]

Also writes to log to say whos used the command, what they said via ChanServ and what channel it was said on. (ideal for anyone who abuses it)
